Salvador Arevalo, ex DW1VGA fined!


The National Telecommunications Commission (NTC) sitting en banc has found Salvador Arevalo, ex-DW1VGA, guilty of transmitting without a license in violation of NTC Memorandum Circular No. 9-4-94A which prescribes rules on renewal of licenses, and Ministry Circular No. 87-174 which prohibits the transmission of profane or indecent words or language.

The findings contained in a Decision promulgated only in July concludes that “(C)onsidering that respondent’s (Mr. Arevalo) Philippine amateur license has already expired, he is prohibited from using the frequency allocated to Philippine amateur amateurs. Also, he is not allowed to use his foreign amateur call sign here in the Philippines for failure to show proof of his qualifications to avail of the benefit of the reciprocity rule as provided by law.”

As for the allegations that Mr. Arevalo’s QRZ.com’s account was hacked by PARA, the same Decision deems the “operation of PARA’s affairs and the alleged hacking of the respondents account (in QRZ.com) are matters concerning their internal functions, (hence) the Commission deems it appropriate not to discuss the same being outside the realms of its jurisdiction.” The Decision imposed a PhP5,000 fine against Mr. Arevalo payable within 15 days from date of Decision.

PARA President Ramon J. Anquilan, DU1UGZ, welcomed the Decision saying that NTC showed a firm resolve in deciding the case as it were, and that the Decision will become a deterrent against bootleggers and other unlicensed people on 2 meters.

FCC Exams at the 2010 PARA Hamvention

2010 PARA Hamvention & 17th International Grand Eyeball

The PARA Summer Convention and 17th International Grand Eyeball held over the weekend of June 4-6, 2010 was a huge success. It was well attended with donated transceivers and PARA watches as raffle prizes. Some 275 delegates, coming all the way from Mindanao to Northern Luzon, packed the convention hall, not counting the Pinoy hams from North America. On behalf of the Board and the members of PARA, may I extend my congratulations to the Convention Chairman Ed Ilagan, DU1DPE, together with his hardworking crew from FLARE and COMPASS as well as their counterparts from the IGEB. I would like to express also my gratitude to all participants, delegates, supporters, advertisers and other people who ensured the success of the event. In particular, my special thanks to foreign hams and Pinoy hams from North America, some of whom donated some of the prizes, placed ads in the souvenir program and shared their precious time by coming over to be one with the local hams to support the event. Please continue to participate and support the amateur radio service in the Philippines. Sana huwag kayong magsawa sa inyong pagtangkilik, pakikiisa at pagpapalaganap sa ating hilig. Sa mga aking nakaligtaang bigyan ng pasasalamat, alam ninyo kung sino kayo at ang inyong naging mahalagang bahagi, ang aking taos-pusong pasasalamat din po. Spratly Island DXpedition 2011 DXØDX

A multi-national team of up to 30 amateur radio operators from nine countries is in advanced preparation to operate from Spratly Island group in the South China Sea.

Following 12 months of discussions with military and civilian authorities permission has been received to operate on Thitu Island (Pagasa in Filipino), the second largest island in the Spratly Islands with a population of about 100.

The team leader is Chris VK3FY. The rest of the team to date includes:

David R. Fraser, DU5/NU4W, SK

A tragedy has struck the amateur community here in the Philippines. Mr. David R. Fraser, DU5/NU4W, who lived in Tacloban City, met with an accident while on his bike around 1100Z on Monday 3rd of May, 2010. The news was relayed by Nathan Eamiguel, DU5AOK, moments after the accident. There is no information yet as to where his body will be interred.

After retirement, David chose to live his life in Tacloban City, his wife's home town. He was active in Elmering hams from ACCESS 5 and assisted the club during the 2010 GSP INFEX & DX Contest.

Efforts are being made to inform proper authorities and David's surviving relatives about his untimely demise. Our condolences to David's family, may his soul rest in peace.

Romanian Ham in Manila

Puiu Cristea, YO5BIM, recently visited Manila and had a chance to have an eyeball with Eddie DU1EV. In their conversation, Eddie was happy to hear that Romania is very ham friendly to foreign hams and that they have an open door policy for licensing. Any foreign ham can get a reciprocal permit in less than an hour. Puiu promised to get in touch with the President of their national society so that the necessary paperwork between our national societies and our regulatory body would be commenced thereby paving the way for a seamless licensing for Filipino and Romanian hams.

THE PARA VHF (2-meter) ROUND UP CONTEST

The PARA VHF Round Up Contest was held on April 17-18 2010. The purpose of this contest was :-

A. For participating amateur stations to contact as many other amateur stations as possible within the allocated contest period.
B. To provide a venue for testing propagation.
C. To promote club activity.
D. To develop and enhance fellowship and friendship among amateurs.
E. To collect as many QSL cards as possible for award credit.
F. To enjoy the contest.

INFEX 2010 : A Continuing Annual Partnership

The 2010 INFEX was successfully held today, February 20th 2010.  A total of 28 stations participated coming from the different parts of the archipelago.  At the “check-back” time, the highest claimed QSOs were from DX1ARM (42) for the Fixed Station category and DX1ACE (43) for the Field category.  From monitoring the activity, I surmise that all call districts were represented.

World Wide WPX Contest

 

I get by with a little help from my friends.... At 82 years old, this seems to be the tune that Greg DU1GE sang during the 2009 CQ WPX contest. It was the first time for Greg to join a contest, and winning first place is indeed a nice reward. Sharing and camaraderie are the hallmarks of a true blue ham. Thank you very much to his friends who helped him operate a multi-operator two transmitter station: Beth, DU1BA, DU1EV, DU1NA, DU1XX, DV1KID, DV1PPV, DV1UC, DV1VHY, DW1VDO, 4F1BYN, DU3HF.   Congratulations also to Ethel (now DU1EE). Not country nor continental, but world winner for a starter on Single operator, Single Band!.

Cycle 24 Update 1/6/10

This plot shows the northern and  southern R indices through December 2009. The northern hemisphere  shows a clear jump in activity that continued to increase through  October, November, and December (and appears to be continuing into  January); and it is tracking quite close to the Cycle 23 northern-hemisphere trajectory.

Even more encouraging is that in November and December, there is a  similar jump in the southern hemisphere R, which appears to be  approaching the Cycle 23 track.

The current, very preliminary, indications continue to suggest that solar maximum may occur around the Northern Hemisphere winter of  2012-13, if normal rules apply (they may not).

DX Marathon

The CQ DX Marathon is a year-long activity, beginning at 0001 UTC January 1 and ending at 2359 UTC December 31. Each year’s event is separate. Any authorized amateur frequency may be used. Contacts through repeaters or satellites are not allowed for credit, nor are contacts with maritime or aeronautical mobile stations. All contacts must be made entirely over amateur radio frequencies—i.e., Echolink-type contacts do not count. Any authorized amateur mode may be used. Three modes will be recognized in the DX Marathon—CW, SSB, and Digital. All modes other than CW and SSB will count as Digital. Submissions with all contacts utilizing a single mode will be recognized.

Now that Cycle 24 appears to be on an upswing according to the article above, you have no excuse not to participate in this activity.

Ham Seminar at UST

PARA conducted the first orientation seminar of 2010 with 70 ECE/EE students from 3rd-5th year at the University of Santo Tomas, UST Tan Yan Kee Student Center, Manila on January 24th 2010.
UST has requested a special exam on Monday Feb 15th at the same venue. The seminar will  hopefully revive DX1UST, The University of Santo Tomas Amateur Radio Club.

IARU R3 adopts CoA

The International Amateur Radio Union Region 3 Band Plan has been updated to include five emergency Centre of Activity (CoA) frequencies.

These are 3.600, 7.110, 14.300, 18.160 and 21.360 MHz. The move to adopt these frequencies made at the recent IARU Region 3 Conference, follows similar decisions at earlier IARU Region 1 and Region 2 Conferences.

CoA are not spot frequencies, but a starting point + or – 5kHz, are not the only frequencies to be used, and are not mode specific and should be considered as being 'all modes'.

IARU member radio societies in the Asia-Pacific region are expected to take action to include the CoA frequencies in their national band plans to help promote their use for emergency communications and training exercises.

40m Band - 7.0MHz to 7.2MHz

The Frequency Management Division of NTC recently stated that the expanded 40m band is now available in the Philippines as from 30th June 2009. This date was the final date on which all broadcast stations must have stopped transmissions in the 7.1 to 7.2MHz segment. The statement came about because of prompting by PARA officials and the matter is now apparently resolved so lets get out there and enjoy the new space. You may find that there are some broadcast stations still lingering in the new segment, some from North Korea, but these are now illegal interlopers.

FCC Exams

Albert Velasco, DU1ACV, recently hurdled the challenge of the FCC exams and passed all three tests in one sitting! He is now an extra class license holder with the call ACØQA. Photo shows Albert proudly displaying his certificate of successful completion of the exams from the ARRL. Seated in front of him is the ARRL Volunteer Examiner team comprised of Francis See, Pete Vargas, Jim Clarkson and Eddie Valdez. Congratulations Albert!

DX1L Repeater

Putting up the PARL clubs UHF repeater at the QTH of Clifford, DU1CC.

The repeater is on 431.900MHz, input on 436.900MHz, and uses a 100Hz tone to access the Antipolo repeater and 85Hz tone to access the Tagaytay repeater. Installation crew: Clifford Certeza (DU1CC), Eddie Valdez (DU1EV), Greg Ella (DU1GE, probably the oldest DU ham still climbing towers and installing antennas - 80 years old), Mike Hogar (DU1XX) and Nicky Academia (DU1NA).

Broadband over Power Line, BPL

Is this something we should be concerned about? Well, BPL is now becoming established in the Philippines and will shortly be trialed in Malabon. BPL uses HF frequencies and has been shown to cause severe interference to VHF & HF receivers/transceivers such as used on amateur radio frequencies as well as government and civil agencies.

Mystery of the Missing Sunspots, Solved?

June 17, 2009: The sun is in the pits of a century-class solar minimum, and sunspots have been puzzlingly scarce for more than two years. Now, for the first time, solar physicists might understand why. At an American Astronomical Society press conference today in Boulder, Colorado, researchers announced that a jet stream deep inside the sun is migrating slower than usual through the star's interior, giving rise to the current lack of sunspots.
