Sirs,

Attached is a series of communications between me and NTC.  The first is a letter from me complaining the lack of compliance of NTC Regional Directors to the provisions of MC 9-4-94 particularly on the Proofs of Amateur Activity required for renewal of Radio Station Licenses.

This letter set in motion internal processes in NTC culminating in the attached Memorandum from the Commissioner to all Regional Directors to strictly comply with the provisions on MC 9-4-94, including the clarification that civic groups or members of civic group are no longer allowed to renew their licenses using amateur radio type equipment, and for that matter they shall be allowed to renew their licenses after presenting commercial radio equipment.

The third is the email from Engr. Cabanlig of RRLD formally transmitting to PARA a copy of the above memoranda.

In view of this development, I suggest that all District Directors seek audience with their NTC Regional Director counterparts to coordinate how this Memorandum can be given due effect.

To fully discuss the ramifications of this Memorandum and the other developments, may I seek your permission to discuss these matters on the floor of the 2009 Tacloban Convention next weekend.
