IV. Approval of the Agenda
 

Ed, DU1DPE asked all attendees on the copy of the Agenda given, if there were other issues that they want to be included. Since none was raised, the Agenda was approved.

V.

  Main Business
  a. Report of District 1 Director
    CQ WW HF Contest
   

Ed congratulated the operators of DX1M hosted by Joey DU1BP and DX1ARM hosted by Abet DU1AV for joining the CQ WW HF Contest.

     
    Special NTC Exam
   

Ed visited the special exam hosted by GSP SHARES last Oct. 18, 2008. Ed congratulates those who passed the exam most especially the President of GSP SHARES for passing the class B exam, DV1EKD Rosy.

     
    JOTA/JOTI
   

Ed also supported the JOTA/JOTI by visiting them at the BSP National HQ last October 18. Special mention to COMPASS for supporting the National HQ as well as to other stations and clubs that participated the JOTA activity.

     
    Correction on the Minutes of the last meeting
    DU1DPE’s term should be Jan 2009 to Dec 2010, 2 years (not 2009-2011)
     
    Pyramid Radio Society
   

Revived club, Pyramid Radio Society, Inc. (PRS) under the guidance of Thelma DU1IVT had submitted to the District 1 Director the requirements for PARA affiliation and to be approved by the PARA Board later in the afternoon.

   

Update: the PARA Board approved the affiliation of PRS being complete with the requirements and payment.

     
    Department of Health (DOH) - Health Emergency Management Staff (HEMS)
   

Panny DU1EQ and Ed DU1DPE gave a short lecture on the National Traffic System (NTS) and on Winlink (email via radio) to HEMS’ strategic planning held at Malabon City last November 19, 2008. Participants of the strategic planning were from the PNP, BFP and DSWD of CAMANAVA.

     
    17th International Grand Eyeball
   

Ed announced to all PARA District 1 clubs represented that FLARE will host the 17th International Grand Eyeball in 2010. The venue will be at Tagaytay City, with exact date still tentative. Ed asks the support of all the clubs for this event.

     
  b.  Report of Affiliate Clubs Present
   

Ryan DV1UXK reported for FLARE that they continuously maintain the HF Winlink and Echolink system of DX1FLR. The group is conducting a series of meetings in preparation for the 2010 International Grand Eyeball.

     
   

Joey DU1BP of MAGELLAN reported that they participated in the CQ WW HF Contest. Operators were Bunny DU1KXR, Mike DU1XX, Nikki DU1NA and Enna DV1UC. DX1M repeater is currently down due to power utility problem.

     
    Lito DU1PA, Secretary of ACER reports on the following:
    1.

After the processing of licenses from the passing of the previous exam held at Bago Bantay, QC, the club has 26 new licensed members added to the old members. They have as of now a total of 52 licensed members.

    2.

They held their first GMM at Bocaue, Bulacan last October 12, 2008 at the residence of Alex DV3AK with thirty attendees.

    3.

Highlights of their meeting were reminders on amateur operating procedure i.e. QSOs; the creation of committees such as Membership Committee and a Core Group who are assigned to form the club’s Mission and Vision. GMM was set every quarter and the next meeting will be right before the District 1 Christmas party. ACER Foundation Anniversary is to be held every 11th of April.

    4.

Regular activity is the net call every Monday to Saturday 8-9 pm with different net control stations, spearheaded by their Net Control Coordinator Bart DV1BTE.

    5.

Around 10 members are upgrading their RSL's from Class C to B, 6 modified their suffixes and 2 upgraded to Class A.

    6. Their club scans the amateur 40m band as members are encouraged to have an HF rig.
    7. Their standby frequency 144.620 MHz is always available for QSO from 6am onwards.
    8. The club will participate in the SSEAYP.
     
   

Jun DV1JD of COMPASS reported on the club’s participation during the JOTA activity and net call every Saturday from 8 to 9pm. The club supports the Tondo Parish’s activities by assisting them with radio communications. They will also assist in SSEAYP.

     
    Nonoy DW1MDU of RAIN said that they conduct their net Monday to Friday from 8-9:00pm.
     
   

Rolet DV1JSB of ARMI reported on the club’s participation during the CQ WW SSB Contest last month using DU1AV’s equipment, as DX1ARM. Members are introduced to HF as most members are on 2 meters only.  HF contesting is also encouraged by Ed DU1EV to their members. The club will again participate in the next contests. They continue their net call every Saturday from 8-9 pm. ARMI is planning to transfer their repeater to a better site. Their Christmas party and election on December 27.  The club’s new website is http://dx1arm.multiply.com

     
   

Ramon DU1UGZ of PARL reported that his group supports the PARA orientation team with the help of Panny DU1EQ and Thelma DU1IVT. They coordinated with NTC for the special exams. Thelma DU1IVT joined the CQ WW SSB Contest as usual, George DU1GM also participated as check log. Christmas party is tentative at Xavier Ville Quezon City. The PARL website was updated courtesy of George, http://dx1l.qsl.nu.

     
    Rosy DV1EKD of GSP SHARES reported that they have just hosted a special exam last October 18, 2008. They also participated during the recent JOTA activity. 2009 GSP INFEX circular was distributed in the advance at the meeting.
     
   

Panny DU1EQ of MARS reported that he is active in controlling the 40 meter DU net, 2 meter DX1MK, PARA District 1 & PRS nets. The MARS DX1MK team headed by ALEN RAMOS DV1AIR gave a mini amateur radio orientation seminar to 14th Laguna Provincial Jamboree last October 27, 28 and 29 @ Pagsanjan Laguna BSP camp site. DU1EQ also give a mini amateur radio orientation seminar to 18 commissioned officers of the Philippine Navy @ PN HQ ROXAS BLVD MANILA last November 6.

     
   

DU1EMJ of SCAN-I said that they participated in the JOTA, scheduled a team building at New Era. One of the club’s aims is to affiliate more of their members to PARA. The club is scheduled to conduct PARA District 2- meter on Nov 29, 2008.

     
   

Jojo DV1VHY of DBTC said that they are encouraging old members to attend the DBT’s 45th Anniversary. With regards to the club activities,
the student club participated in JOTA 2008 & CQWW SSB Contest.
They now have 11 newly licensed student operators. DX1DBT alumni are forming another group composed of local and foreign hams. With regards to DY stations on air, he suggested on the following:

    1. Convince unlicensed operators to undergo orientation seminars.
    2. Standardize club training and indoctrination so they will be in tune with PARA and NTC objectives.
    3. Net control operators report to PARA via email the DY callsign stations that check-in on a daily basis.
    4. Utilize the Amateur Code of  Ethics as guideline to improve proficiency on amateur radio operation.
     
   

Mariecon DV1VHQ, PRS Secretary reported that their club’s SEC re-registration documents had been released. During the meeting, the club submitted its application for the PARA re-affiliation to the District 1 Director. PRS’s SEC registration was revoked in 2003 and it would require the club to raise P13,000 to reactivate. It was therefore decided by the members to re-register it. Some original members who have expired RSL's are willing to take their exam again. The club will take up DXing as one of its activities and will observe the IARU suggested ethics recently released by ARRL. They have 3 PRS juniors whose slot in the evening net is every Friday. They plan to have their December 20 Christmas Party. She further introduced to the body her family and members and thanked PARA and PARL for the assistance.

       
  c.   Activities
    1. SSEAYP
     

35th Ship for South East Youth Program (SSEAYP 2008) will be on December 2, 3, 4 and 5. Volunteer radio operators are needed only on the first 2 days. Updates shall be announced through the clubs’ nets and PARA District 1 Yahoo group.

       
    2. Christmas Party
     

It was agreed that the District 1 Christmas Party is to be held on December 14, Sunday, 4:00PM at Dencio’s Grill in Capitol Hills Golf & Country Club, Old Balara, Quezon City. Food will be potluck. The following are the pledges:

VI. Other Matters
  A. DY's
   

Thelma DU1IVT asked the body on how the DYs are to be treated having announced a yearlong campaign for orientation seminars hosted by affiliate clubs and special exams aside from the weekly exams at the NTC. There are some who are fully aware of the schedules and some who are aware their RSLs are expired. DV1JSB, DV1VHR, DV1VHQ, DU1GM and DV1VHY gave their views. All are in favor, for now, to be in assuming and accommodating attitude with the courteous DYs. It was also the consensus to be consistent and emphatic in convincing them to legalize their status.

    Due to time constraint, next batch of volunteer net operators are to be scheduled on air or via email.

V. Main Business
a. Report of District 1 Director
  Congratulations to the new passers
Ed congratulates and welcomes those who have recently passed the Class C exams for the past few months. Ed requested that old timers continue to socialize with the new comers so that they can pass on to them what they have all learned on how to fully enjoy the hobby.
   
  Update on PARA 2m Evening Net
 

The Saturday evening net has been going on very well with the support of newly licensed hams and even aspiring ones joining in. The average check-ins is 35 stations. Ed thanked the member clubs who have been promoting and announcing the scheduled nets, particularly Panny DU1EQ for the consistent assistance for being there and taking over especially when the volunteer net control cannot conduct it.

   
  Tacloban City as the venue for the 2009 Hamvention
  It is finalized that the venue will be at McArthur Hotel and Resort on April 17, 18 and 19. All clubs are encouraged to send representatives to the Hamvention and experience this once a year affair
   
  Update on Orientation-Seminars
  PARA and volunteer lecturers continue to support the clubs who may want to increase their licensed members.

  Details of the said activity are now available at the PARA website. Clubs who would be assisting BSP or GSP councils for the first time must coordinate with PARA as to the program.
   
  PARA Website Support
  Member clubs are reminded to support the PARA website by submitting articles or write-ups, pictures of activities, and other input material to DU1GM George, the PARA webmaster.
   
  PARA Annual Dues for 2008
  Clubs who still have unpaid members as to date are requested to support the organization by contributing their annual due of 250 pesos.
   
b. Report of  Eddie DU1EV w/ regard to international matters
  Eddie invites hams on November 20-23 to attend the SEANET Convention at Kota Kinabalu, Malaysia. The event is like a grand eyeball and it was 1980 when the Philippines last hosted the SEANET convention.
   
  Report of PARA Secretary General, Ramon DU1UGZ
  Ramon told the body that efforts are being continually made to increase the ham population in DU. All are encouraged to invite unlicensed individuals to attend the PARA-assisted seminars. Schedule of the seminars are usually posted in advance at the PARA website
   
c. Report of Affiliate Clubs Present
  Ryan DV1UXK reported for FLARE that they continuously maintain the HF Winlink and Echolink system of DX1FLR. Future amateur activity plans are still being finalized in the coming weeks.
   
  Abet DV1VGC of COMPASS said that their radio club supports the scouting activities as most of their members are Scouts and amateur radio operators and that they usually give communication assistance to their community church, Sto. Nińo de Tondo. Abet also invited everyone to attend the 2nd COMPASS breakfast eyeball on Sept 28 at Chowking, Roxas Boulevard.  The 1st one was a success attended by many DU1 hams from different clubs. By October they have lined up activities, like Rover Group training courses within Tondo area. Also on the 18th-19th of October, they might be assisting the BSP for JOTA. Their net call continues every Saturday 8pm at 145.560MHz.
   
  Ranie DU1EOV said that SCAN’s priority is to make most of its members get licensed and just they recently conducted seminars with almost 500 attendees in NCR alone. They are also encouraging SCANs 3-9 members of other districts to conduct their seminars in coordination with PARA just like in DU2, some of the SCAN 2 members even attended the Baguio seminar hosted by 3 DU2 affiliate clubs. Ranie reported that they also have an Echolink system, DX1EVM  and is connected to other chapters in US, Guam, Hawaii and Canada and everybody is welcome to join, reminding of gaps between modulations. SCAN will also be supporting the JOTA/JOTI activity and will assist two schools, having invited other SCAN members from other districts also. They will be having a field emergency mock-up activity simultaneous with the JOTA/JOTI. He encouraged other clubs to also conduct field emergency communication training.  New Era University will be the venue for their Field Day Activity hopefully by June and invited other hams to drop by and join them, in preparation for emergency situations being hams and as one of our primary purposes.
   
  Panny DU1EQ of MARS had their regular monthly meetings. They will be having their September meeting on the 27th. MK repeater is back on air on 144.980MHz  -600kHz,  tone 88.5Hz. He has been enjoying his contributions as one of the lecturers for orientation-seminars for the past months. He invites new hams to be net controls for PARA District 1 2m Net, which is going strong with good attendance in check ins.
   
  Ramon DU1UGZ of PARL informed everybody that they have a regular breakfast PowWow at McDonald’s Greenhills every Friday. He also told that PARL and MARS have teamed up to form the existing volunteer orientation seminar team in support of the membership drive of PARA. Although not an official program of PARA, the activities of the orientation team is closely identified with the mother organization because he happens to be PARA Secretary General as well. Finally he said that the formation and work of the orientation team are purely voluntary and not a single centavo either from PARL, MARS or PARA is spent for any of the so many seminars they have conducted thus far in coordination with affiliate clubs.
   
  Mariecon DV1VHQ of the reactivated PRS introduced the new composition of the group who were present. They will be affiliating with PARA as soon the re-registration at SEC is all taken care of. She requests support from everyone on their evening net Monday-Friday 8pm.
   
  Nards DU1LC of ACER reported on their past activities of orientation-seminar and special exam. He is happy to report that they are now in the process of adding newly licensed hams on their list. As of date, their new members number to more than 20 new ones and there are still more who would like to attend their seminar. Some members upgrading their class have also passed during the special exam in Bago Bantay, Q.C. Their evening net is Monday-Saturday 8pm at 144.460MHz.
   
  Alex DW1UBY representing RAIN reported aside from their regular evening net Monday-Friday 8pm at 144.460MHz, that they would hold their meeting soon. He thanked Dolores DV1DLY of the PARA Secretariat for her efforts in recommending new members to RAIN. The group plans to join CW contests in the future, while he regularly joins international HF contests.
   
  Abet DU1AV of ARMI invites everyone to their evening Saturday net at 144.880MHz -600kHz. They are planning to join as multi-operator station in the CQWW SSB Contest on Oct 25-26 as DX1ARM. The club will also be supporting the JOTA/JOTI activity. They also regularly hold their monthly meeting.
   
d. Other proposed activities
  Thanking all those who attended and representing their clubs, Ed DU1DPE asked everyone for their support for the PARA District 1 2m net, every Saturday 8pm.

  Orientation-Seminars will continue. JOTA/JOTI assistance by clubs is suggested to be coordinated with the PARA secretariat.
   
  Those who are not yet subscribed to the PARADistrict1yahoogroup are invited to join by submitting their email addresses to Ed DU1DPE. It is not necessary that only presidents of clubs are the only ones subscribed but it is also open to other members who have the internet capability and will in turn report any announcement to their club.
   
  As approved, Christmas Party (potluck) is scheduled on December 14, 2008 lunchtime and the venue will be discussed in the November District 1 meeting. Edwin DW1VNE of ACER agreed on the proposal that Dencio’s Grill (this same venue) be the venue for the Christmas Party. Other details will again be discussed in the November meeting.
   
VI.  Other Matters
  The next District 1 meeting is scheduled for November 16, 2008.  Pateros was suggested by DU1EQ to be the next venue. He will scout for a venue and shall confirm later.
   
  With a point to clarify, Ed DU1DPE passed the microphone to Thelma DU1IVT.
  She raised the matter of the election of a new PARA District 1 Director, usually held every November. Since there was a good attendance of clubs in this meeting, she would like to inform everyone that she asked Ed DU1DPE earlier if he is interested in running again and Ed’s reply was that so far he is willing to give way to anyone who is willing to become the new District 1 Director. She further praised DU1DPE for his dedication, hard work, non-confrontational attitude and patience as such. Consulting Ed DU1EV being a lawyer, she inquired on the matter that considering the qualifications as to who can run and while there was none among those present are interested to run, having a quorum, it is then suggested that by unanimous decision among affiliate clubs Ed DU1DPE be re-elected and declared the PARA District 1 Director for another 2 years. Hence, after ensuring that no-one was willing to run in November and by popular demand with no objection from anybody, Ed DU1DPE formally remains to be the PARA District 1 Director for 2009-2010.
   
  Ed DU1DPE thanked the body for their trust and support.

  ·         It was hosted by CARL, held at Portofino Beach Resort
  ·         An election was held for 6 new directors, they are DU1BP, DV1VEQ, DU2JAK, DU1MHX, DU1RP and DW1NSM
  ·         There was a special exam held with more than 30 examinees, some are from CARL who were able to attend the orientation last April while the rest are walk-in, mostly from ACCESS 5 and some upgrades.
  ·         The General Membership was updated by DU1RP on the status of the proposed amendments to the PARA By Laws to be finalized on the anniversary in November
  ·         Attendees were not too many, mostly are from Visayas and Luzon, few from Mindanao but still appreciated by the attendees because of the hospitality of the hosts, CARL
  ·         The Hamvention souvenir program carried a whole page ad by District 1.
  ·         There was a fellowship on the 29th evening where there were dance and song numbers, awarding of certificates, bidding of 2 Harley Davidson T-shirts donated by Danny KH2JU from Guam wherein the proceeds were donated to PARA. Four lechons were served during the dinner onwards, donated by the Barangay Chairwoman, the Honorable Paz Radaza of Mactan Cebu. She is the GSP Cebu Council President and also the wife of the Lapu-Lapu City Mayor.
  ·         Tacloban club ACCESS 5 offered to host a PARA Board meeting for June 28 to bid for the 2009 Hamvention, which later on was agreed upon.

  ·         The Saturday PARA 2m District 1 net has gained more support over the past months and hopefully will continue. District 1 thanks the volunteer net controls from different clubs.

  2008 IARU HF World Championships Participation
  ·         Started 8:00PM July 12, to end at 8:00PM July 13.

  ·         Hosted by Doc Joey, DU1BP at Lipa, Batangas, who made the invitation to interested operators weeks before for the contest

Report of the Secretary General on National Issues and Activities
  ·         May 30 Cebu Convention was a success considering that it marked the first time that it was held during summer again.  Even in financial terms, it was not a losing proposition, it netted a positive PhP1,700.  Special thanks to all DU7 hams, especially CARL officers, members and District 7 Director Jett Manuel, 4F7MHZ, who worked tirelessly to make the convention a reality with very limited time to prepare and promote.
  ·         May 29, 2008 PARA Board meeting in Tacloban City was done in response to the invitation of DU5 hams. The PARA Board was treated as VIPs. There was even a motorcade and the meeting was conducted in the Tacloban City Council
  ·         On orientation seminars, PARA and PARL are continuing it for entry level with planned schedules for Baguio, Cebu, Dumaguete, and Davao
  ·         The following Orientation Seminars are already definite:
  o   ACER Club on July 27
  o   480HB on August 9
  o   MMM on August 16

Report of Affiliate Clubs Present
  ·         Ramon DU1UGZ of PARL reported that the Orientation Seminars conducted so far are a collaborative effort between PARA and PARL in cooperation with affiliate clubs who host them.  PARL is mentoring the officers and members of PARCOM since March 2008 in their quest for affiliating with PARA and being recognized by NTC.
  ·         Chito DV1SJL of MMM reported that they regularly conduct their evening net, Monday to Friday at 8 to 9 PM, and a swap meet on the air every Friday evening. They will host again a seminar on August 16. The venue will be announced soon.
  ·         Nards DU1LC of ACER reported that they will host a seminar on July 27 at the PARA office, Semicon Building. He also reported that that they are waiting for the DX club license to be released from NTC. (update: ACER now have a DX callsign - DX1ER)
  ·         Abet DV1VGC of COMPASS reported that most of their members are busy but they continue to conduct a net every Saturday from 8 to 9 PM. They will hold a breakfast eyeball on July 20 at Jollibee Kalaw, Manila. They are also regularly busy with Scouting activities.
  ·         Ryan DV1UXK of FLARE reported on the Winlink system of the club which is still on 24/7 with most users being foreign hams on board their yachts sailing along South East Asia. He also reported on the club’s Echolink system running on 144.400 MHz simplex, PL88.5.
  ·         Panny DV1VEQ of MARS said that the MK repeater is still down so the club’s morning net is conducted on simplex. He also said that being one of the volunteer net controls of District 1, he is happy to report that a good 30 plus check-ins was once obtained and hopes it improves. He attended the Cebu Hamvention and assisted in the seminars of PARA/affiliate clubs.
  ·         Mariecon, DY1CUF of PARCOM thanked all the hams of District 1, especially PARA for welcoming PARCOM. They were assisted from the very start by PARL.  She is happy to report that it was hard work and dedication to be part of the amateur world which gave them (23 out of 26) passers in the entry level, with the 4-week review sessions held by their group right after their orientation seminar in April. They are now in the process of applying for their RSLs and hopefully they would soon join the meetings regularly. They conduct the net Monday-Friday 8-9PM and they have a PARCOM Juniors’ net every Saturday 4-4:30PM

a.    Report of District 1 Director

 

Ed, DU1DPE, reported on the following:  

1   April 6, 2008 - Ed, DU1DPE, visited the amateur radio orientation of PARCOM hosted by PARL held at OSCA Bldg. Barangay Don Bosco, Better Living, Parańaque City. Orientation lecturers were DU1IVT, DU1JFE, DV1VEQ  and DU1UGZ.

2   April 13, 2008 – Orientation-Seminar conducted at the PARA office was hosted by FLARE and PARL, with the same set of lecturers and DU1GM George. One of the attendees was Lea, the daughter of Semicon Centre’s owner.

3   April 19, 2008 - DU1UGZ, DU1IVT and DV1VEQ with DU4VX gave an amateur radio orientation in Naga, Camarines Sur hosted by CARE.

4   April 26, 2008 - PARA Execom meeting was also held at Spectrum Pampanga club station simultaneously with the orientation-seminar hosted by Spectrum with the same team of lecturers with 4F3EW John of WCC.

5   May 10, 2008 - District 1 director visited to give moral support to PARCOM members and others during the NTC amateur radio special examinations held also at the same venue during their orientation at OSCA Bldg. Brgy. Don Bosco , Parańaque City.

 

b.    Cebu Hamvention Update

 

Ramon DU1UGZ, PARA Secretary General, reported that the 2008 Hamvention will be on May 31, 2008 at Portofino Resort, Mactan City, Cebu with additional details on the PARA website.

 

The host clubs in DU7 have reserved 6 cottages with 4 rooms each and can accommodate 6 to 8 persons per room. The expense per night is about 700 to 800 pesos.

 

As seed money for the 76th Convention, DU2JAK and DU1UGZ sent 50,000 pesos for resort reservation fee.  DU1UGZ explained that actually the money came from the capital portion of the PARA Diamond Watch which DU1UGZ and DU2JAK advanced, thus no PARA money was touched.

 

He also said that the Souvenir Program is now being rushed.  He is targeting solicitations for the centerfold, inside front cover, inside back cover and outside back cover to help the hosts and PARA. Easily the solicitations will fetch some 50,000 pesos.

 

DU1UGZ also appealed to those who will be attending the 76th Convention to make early reservations for their flights.  This will make the trip less expensive because early ticket purchases are usually covered by promotions.

 

As for the activities at the Convention, DU1UGZ told the meeting that  among those included in the Program of Activities on May 31, 2008 are the adoption of a new by-laws, the discussion of the Broadband Over Power Lines (BPL) issue, a special NTC Examination, a Fox-Hunting contest, and an Earth-Moon-Earth (EME) lecture among them.  On the second day, Sunday, participants will be made to choose among a city tour, island-hopping or beach outing.

 

Convention registration fee is PhP1,200 and the early registrants can contact Jett Manuel, 4F7MHZ, the PARA District 7 Director.

 

c.    Report of District 1 clubs

 

·    MARS - Panny DV1VEQ of MARS reported that their club assisted the BSP/GSP Laguna Council Summer Camp Training held last April 16 and 17, 2008. He also said that MARS repeater is down and is to be relocated at the station of Leo DU1OIL soon. MARS morning net continues to be conducted on simplex on 144.980MHz.

 

·    PARL - Ramon DU1UGZ reported that they are assisting the club PARCOM based in Parańaque and its members have just taken a special NTC exam with a total of 45 applicants including upgrades from other clubs, 32 examinees took the exam yesterday, of which 26 are PARCOM members. Ramon also said that PARL currently have 42 members, 31 regular and 11 PARA Lifetime Members. The newest member is W6POI from Sorsogon.

 

·    MMM - Tony DW1UOY from said that they had an orientation-seminar and special exam last January 26 and May 1 respectively with the help from PARA. He said that they are again planning to have another seminar in Laguna probably by July. They conduct the club’s 2-meter evening net Monday to Friday on 145.100 MHz. Their club has become active once again with new projects and activities lined up. He further said that MMM continues its unwavering support to the umbrella organization.

 

·    ACER - Nards DU1LC, presented to the District 1 Director their letter of intent, applying for PARA affiliation. Attached with the letter are the list of members and SEC registration. At this point, DU1IVT Thelma suggested that ACER would need to make themselves known and start their 2-meter net as soon as they can as an initial activity of the club, while everybody in the meeting agreed to lend their support. Clubs would be announcing their maiden evening net on May 19, 2008 at 144.620MHz. DU1LC welcomed the suggestion and will take it up with their group and is thankful of the warm gesture of those present. Nards mentioned on some security guards using the emergency and general calling frequency 145.00 MHz where some of their members monitor. Ramon DU1UGZ on the other hand said that PARA will discuss it with identification of the illegal users’ location.

 

·    GSP-SHARES - Rosy DW1EKD reported that they will release the GSP INFEX & DX Contest results by 1st week of June. She thanked all those who participated and supported the activity last February. They just had their 34th International Encampment held at Bamban, Tarlac. They will soon host an amateur radio orientation, with DU1IVT’s prodding that it is about time to encourage more girl scouts to get licensed and get into the hobby, too.

 

·    COMPASS - Abet DV1VGC said that they now conduct their net during Saturdays 8:00-9:00PM on 145.560 MHz. He also said that they will be having their club outing and planning activity on May 17, 2008 at Monte Vista Resort, Laguna. They are also active in giving communication assistance to Sto. Nino Parish activities in Tondo, Manila.

 

·    FLARE - Ryan DW1UXK reported that they co-hosted an amateur radio orientation with PARL held at the PARA office last April 13, 2008. The UHF repeater will be up by next month while the group is eyeing for a better location.

 

d.    District Activities

 

The body approved that PARA District 1 continue the 2-meter net during Saturdays on 144.740 MHz. The following are the volunteer net controls:

It was also agreed that the one page ad is open to other PARA District 1 clubs not present in the meeting. They will be notified if they want their clubs included with no more contributions as P3,000 has been put up.

 

2   Chito DV1SJL  suggested that each club’s calling frequency be posted on the PARA website. Ed DU1DPE will inform the webmaster.

 

3   Ramon DU1UGZ told the body that web hosting of the PARA website costs $65 (2,700 pesos) a month and PARA is requesting for donations. Chito DV1SJL donated 500 pesos for the said hosting. DV1VEQ said that he will donate in the future.

 

4   Ed DU1DPE relayed to the body that Joey DU1BP is inviting contest participants from District 1 in his location in Batangas for the IARU HF World Championship which starts 8:00PM on July 12 up to 13, 2008.

 

5   The next PARA District 1 meeting will be on July 13, 2008, 2:00PM at Bińan Laguna to be hosted by MMM and the exact venue shall be announced soon.

 

  VIII. Announcements

 

1.  Ramon DU1UGZ requested the body to announce the May 31 Cebu Hamvention on club nets.

 

2.  Enna DW1PPG of DX2AAA invited the body to support the DX2AAA net on 144.900 (via Echolink)   every Sunday 7:00 to 9:00AM.

VI.     Main Business

 

a.     Report of District 1 Director

Ed DU1DPE reported on the following:

        February PARA board meeting was held in Mabalacat,  Pampanga

         On March 1, 2008 Ed DU1DPE visited and showed support during the NTC special amateur examinations held in Cabuyao, Laguna sponsored by DX1MMM with the assistance of PARA

        On March 8, 2008, the PARA Board visited and supported the amateur radio orientation- seminar hosted by TEXINS in Baguio City. PARA Board meeting was also held that same day.

        On March 14, 2008 an Executive Committee meeting was held at Trinoma, Quezon City. Discussed was the hiring of an auditor for the completion of PARA's BIR and SEC financial documents requirements

        Ed DU1DPE reported that the Secretary General Ramon DU1UGZ with Thelma DU1IVT and Panny DV1VEQ gave an amateur orientation in Naga, Camarines Sur hosted by CARE last March 15, 2008 in preparation for the regional amateur exam for April 19, 2008 in Legaspi City

       Ed DU1DPE also reported that as of date, MARS and HB were the only clubs that have submitted their proposals on the PARA amendments of the by laws

      Ed DU1DPE also reported that PARA is assisting local clubs in conducting orientation- seminars and special NTC exams with the voluntary help of Ramon DU1UGZ with Thelma DU1IVT, Panny DV1VEQ and George DU1GM. All materials and traveling expenses are from their own pockets and not a single centavo from the PARA fund is spent. As always mentioned during the past orientations, PARA encourages participation of the local clubs' members to handle any of the Elements 2, 3, 4 (mostly Element 3) so that later on, they would be able to conduct the orientation on their own and if they want copies of the materials used as in Power Point presentations and the like for standardization purposes, they would be given.

 

b.     Reports of the different clubs

    Lucas DW1QMU of GSP Shares thanked everyone who supported the 2008 INFEX & DX Contest last February. He said that the INFEX result will be available by April 15, 2008

    Abet DV1VGC of COMPASS reported that they supported the last INFEX by assisting the GSP Manila Council. They used the station callsign of Marvin DV1VGU. He and Richard DU1ODC assisted the GSP HQ stationed in Baguio City. COMPASS gave communication assistance to the parish of Sto. Nino de Tondo during the Holy Week  church activities. They have three new prospective members to attend the upcoming orientation- seminar and take the NTC exam. They are also preparing for the Regional Jamboree activity. They are still planning for their regular club net.

    Dolly DV1DLY of PARL told the meeting that the new president of PARL is Ramon DU1UGZ. They have 38 members as of date. POWOW is every Friday, 9:00AM at McDonalds Greenhills.

    Marc DV1UXX of ARMI told the members that their club conducts regular monthly meetings. They also participated in the last INFEX and their regular club net is every Saturday at 8:00PM. They have their Echolink system running at the ARMI repeater on 144.88 – PL88.5. He mentioned the Batangas QRM on their repeater and asked for help in locating the stations interfering the uplink repeater frequency.

    Panny DV1VEQ of MARS said that they continue to have their club activities like the latest, 8 members attended their antenna party at Tanauan, Batangas last March 2. They also supported and assisted in the INFEX. Club radio net call is still Monday to Saturday at 5:30 AM. MARS supports the PARA District 1 2-meter net. They recently held their general meeting last March 22, 2008.  

    Ryan DW1UXK of FLARE said that they assisted the Kalookan GSP Council in the last INFEX. FLARE had their club general membership meeting last March 22. Their Echolink sytem is running at 144.400 MHz simplex, PL 88.5 and Winlink system is also running on HF.

 

c.     District Activities

PARA District 1 2-meter Saturday net was approved to be conducted until May 10, 2008. The following are the volunteer net controls:

IV Approval of the Agenda
 

DV1DPE asked all attendees on the copy of the Agenda given, if there were other issues that they want to be included. Since none was raised, the Agenda was approved.

   

V Main Business
a. Report of District 1 Director
 

DV1DPE reported that the planned Dec. 8, 2007 Christmas Party did not push through due to the postponement of the PARA 75th Anniversary and Hamvention to Dec. 8-9 from its original schedule because of a typhoon. Also, the venue, BSP HQ, was no longer available the week after.

 

The PARA District 1 net in December stopped due to the unavailability of the net controls. Volunteer net controls for the coming Saturdays will be taken up on Other Matters portion of the meeting.

   
b. Report on the 75th PARA Anniversary & Hamvention
 

In the absence of the Secretary General DU1UGZ, DV1DPE requested DV1VEQ to read the forwarded copy of the Minutes of the Board Meeting last Dec. 7 in Pili, CamSur. These Minutes will be available soon on this website.

 

DV1DPE added that since there was no quorum on the directors’ attendance, the same set of directors shall hold over the same positions until the elections by May 2008.

 

On matters of resolutions and additional provisions on the new Articles & By Laws of PARA, DV1DPE read a copy of the letter to come from the PARA President DU2JAK which are to be sent out to member clubs as to the written proposals and shall have a deadline of February 29, 2008.

 

At this point, DU1IVT raised the concern on the participation of non-member clubs and requested DV1DPE to have the matter clarified with the Board on their next Board meeting. DV1DPE replied that he will do so.

   
c. Report of Club Presidents
 

GSP-Shares – DW1EKD Rosie invited the clubs for the upcoming World Thinking Day 2008,  INFEX & DX Contest on February 23, 2008. The rules, logsheet and registration forms are available by clicking HERE. Some print outs were distributed during the meeting.DV1VGC & DU1NIJ suggested that for better coordination, clubs should contact PARA, PARA will then contact GSP, who in turn will coordinate with the councils.

 

MMM – DW1UOY Tony informed everybody that they successfully conducted an Orientation-Seminar with 23 attendees yesterday and were thankful for the support of PARA especially the SecGen DU1UGZ and the District 1 Director DV1DPE. They are now preparing to request NTC through PARA for a special amateur examination in Bińan, Laguna for March 1. Also, they are regularly conducting the club’s evening net Mondays thru Fridays at 8PM.

 

PARL, Inc. – DU1IVT Thelma, representing PARL in the absence of their club president DU1UGZ, reported that they have assisted MMM in their Orientation of would-be hams. A moonbounce (EME) operation is scheduled on Feb 16-18 in Calaca, Batangas in cooperation with 2 other clubs, the Far East DXploiters and Homebrewers 480. Interested hams can visit the shack on Feb 17 2-5PM or email DU1EV at edu1ev@yahoo.com

 

FLARE – DW1UXK Ryan reported for their group. FLARE Echolink system on 144.40 MHz Simplex with PL/T 88.5 runs 24/7 connected to Mabuhay conference server and also connects to other Filipino conferences when there are nets and as needed. FLARE’s Winlink2000 PMBO also runs 24/7 but is now under beta testing using the new RMS (Radio Message Server). They added other bands, now scanning 80, 40, 20 & 15m bands. Packet 2m Winlink on 144.08 is currently down due to the beta testing of the RMS. More info on Winlink2000 is available at www.winlink.org.  FLARE’s UHF repeater is currently down and will be up soon on a low profile station site.

 

RAIN, Inc. – DW1MDU Nonoy said he had nothing to report as their club did not have any activities in 2007 except for their irregular evening nets.

 

MARS – DV1VEQ Panny reported on their general membership meeting yesterday at Splash Mountain where he turned over to the group the dualband transceiver awarded to MARS for the Long Haul Award during the VHF Round Up Contest. The club thanked PARA for the award, particularly DU1UGZ who solicited for the prizes. The DX1MK 2m repeater is still up and running at 144.98 -600.

 

COMPASS – DV1VGC Abet introduced DW1MAT Manny to all those present. Their club continues to assist in operations within their area, assist the Manila Council of BSP and confirms their participation in the upcoming INFEX. COMPASS has not resumed their evening nets as he is very busy and cannot do the task alone but he hopes to resume the net as soon as other net controls can help him.

DU1NIJ Alvin updated the district that he recently lectured in an Orientation-Seminar for Seventh Day Adventists in Silang, Cavite last January 10, 2008. He asks everybody to welcome those hams in case they hear them calling on 40m because most of them are assigned in remote areas for 6 months and becoming hams would spare them from military inspection problems. The seminar went on smoothly as the hosts were well-prepared and very interested in the hobby, too. They would be getting in touch with PARA again soon for another similar activity.

 

RAAT – Represented by DU1JMV, JB reported that they continue to hold their Monday-Saturday morning net at 144.42MHz but not much activity. They had their meeting in November 2007 and everybody is invited to their Post-Valentine Eyeball at Better Living, Parańaque on Feb 16, 2008 3PM onwards. He is aware that RAAT is not an affiliate of PARA but he attends the meeting to observe and be with other hams and friends.

At this point, DU1JMV inquires if it is required to coordinate with PARA for such activity and DW1SJL brought the attention to the meeting that PARA was ready to extend help when they had theirs last January 26 and therefore it is not required but helpful.

  It was agreed upon that the next meeting by March will be held in the same venue.
