He noted that there were 8 clubs represented in the meeting, hence there was a quorum.

IV. Approval of the Agenda

DV1DPE asked all attendees on the copy of the Agenda given and if there were other issues that they want to be included for the day's
meeting.

Nonoy, DW1MDU presented the letter from 4F1VC of CAVITE ACE and requested that it be included in the agenda.

The Agenda was approved.

V. Approval of the Minutes of the Last Meeting

DV1DPE asked if there were any objection or correction on the Minutes of the July 15, 2006 District 1 meeting. There being none raised, the Minutes of the last meeting was approved.

VI. Main Business

a. Report of District 1 Director

Ed DV1DPE reported that PARA District 1 participated in the IARU HF World Championship last July 14 and 15, 2007. Held at the PARA headquarters using the call sign DX1HQ, several hams offered their time and efforts operating for the duration of the contest. He thanked also those responsible in the adjustments of the equipments including antennas. Ed also said that he already sent the log sheet to the IARU contest organizer with a claimed score of 111,069, although not high enough to win but what's important was the participation of everyone present. Operators were the following:

Thelma DU1IVT reminded that for every special permit to operate requested from NTC, a post-operation/contest report must be submitted
to NTC.

Ed reported that he attended the following PARA board activities:

1. Execom at Ongpin Manila last July 26 with DU2JAK, DU1BP, DU1UGZ, DV1RP, DW1DLY and DW1VGO

2. Cebu Board Meeting last Aug 16 with DU2JAK, DV1RP, DU1UGZ, 4F7MHZ, DV7RJ, DU1BP, DU4MX and DU1EV

3. Naga Meeting with the 75th Hamvention organizers last Aug. 26, with DU2JAK, DU1UGZ and DV1RP.

He also reported that there are 224 members representing 17 affiliated clubs as of September 16, 2007. Ed also mentioned that a new NTC Commissioner was appointed and the PARA Board is again making an appointment for a courtesy visit.

DV1DPE thanked the following stations/clubs for handling the PARA District 1 2-meter net every Saturday at 8:00PM on 144.740 MHz (and also thanked those who conducted the net in the absence of those who volunteered):

b. Report of the PARA Secretary General

Ramon, DU1UGZ updated the meeting of the different activities of PARA. He started off with the first formal meeting of the Amateur Radio Consultative Panel (ARCP). He said that PARA is working on getting the additional questions for Class "C" NTC examinations, but the Chairman of ARCP – Dep. Comm. Fortes – was not for the idea even exclaiming that such a move will expose NTC to accusations of abandoning its mandate. Efforts are still being exerted nonetheless. Another item that PARA has been lobbying with NTC is the amnesty in time for the 75th Anniversary, but this proposal just elicited the usual "we will look into it" from the ARCP Chairman, who was visibly seen as very sleepy while conducting the meeting.

Adding to the difficulty of PARA is the appointment of a new NTC Commissioner. Since the first week of assumption Commissioner Canobas, PARA has been trying to seek an appointment with him but to no avail. As it is, PARA has not been able to gauge the Commissioner's attitude towards the amateur radio service.

Other things that PARA are concentrating are the wristwatch project as a souvenir item for the 75th Anniversary. Funding will be coming from several members of the PARA Board and the Secretary General, and the contact person is DU7RJA in Cebu. The online poll at the PARA website has been finished with design number 2 garnering the most number of votes. Price for the watch will depend on several variables such as FOB cost, freight, duties and taxes, inland freight and handling. The Board has in mind of making the watch as affordable as possible for the members.

Another thing is the accreditation of PARA as an NGO which can receive donations that are creditable for income tax purposes. The accreditation process is tedious and will likely spill over the next year.

As to SEC status of PARA, DU1UGZ informed the meeting that PARA is now reincorporated with the same name. The move to reincorporate stemmed from the timely notice of 4F1VC in the District 1 Meeting in 2005 in Manila that PARA has been suspended by SEC.

As a result of the information provided by 4F1VC, the PARA Board resolved to authorize DU1EV to act in behalf of PARA to work out the SEC problem.

DU1UGZ further informed the body that DU1EV worked on the problem by providing a most cost effective (actually at no cost to PARA) solution and that was to re-incorporate. DU1EV marshaled his resources to re-incorporate PARA by getting the same name after SEC has deemed "PARA" as an available corporate name. DU1EV will make a presentation during the 75th Anniversary to detail the steps that were taken in the re-incorporation process.

Finally, DU1UGZ said that the PARA Board is continuously working to establish close working relations with NTC, especially with the list of priorities which have been set as the ARCP working agenda.

c. Reports of the different clubs

• Joseph DU1DX of RPI apologizes for not being active in attending District 1 meeting and activities but he continues to support the goals of PARA.

• Ryan DW1UXK of FLARE reported on their club's 24/7 Echolink gateway on 144.400 MHz, PL 88.5, he also reported that DX1FLR Winlink is also running 24/7. HF Pactor frequencies are at the Winlink website, 2m packet Winlink gateway is on 144.08 MHz. Details of Winlink operation can be viewed at http://winlink.org. UHF repeater still down.

• Panny DV1VEQ of MARS reported they had their General Membership Meeting last August. Next GMM is on September 22, 2007. They will support the JOTA and Jamboree activity in October at Mt. Makiling. He also added that some of their members will attend the 75th PARA Anniversary and Hamvention. He reported that their 2m repeater is down at the moment which is to be transferred to another location, to one of their members' location. They still conduct the 2m MARS morning net on simplex whenever net controls are available.

• Jaime DW1JOB of COMPASS reported that their club is active in giving communication assistance to the Parish of Sto. Nino, Tondo. They will
support the JOTA and National Jamboree activities. They still have no 2m net due to unavailability of net controllers but this is only temporary.

• Nonoy DW1MDU of RAIN reported that they continue to conduct their evening net 8:00-9:00 PM on 144.46 MHz. He also said that they will be celebrating their 10th club anniversary on November 11, details of their celebration is not yet final. He will attend the Hamvention with some of their members.

• Rosy DW1EKD of GSP-SHARES took the opportunity to thank the support of PARA and individual hams during 2007 GSP INFEX & DX Contest last February. Then, with the assistance of DU1ODC, awarded the trophies to the top 3 winners of the said activity. She awarded beautiful glass trophies to the following winners:

• Thelma DU1IVT of PARL, Inc. reported that they currently have 51 members and that the club's UHF repeater is still down. Arrangements on the new location are yet to be finalized. They still have the regular POWWOW meeting at McDonalds Greenhills every Saturday at 9AM.

• Tony DW1UOY of MMM reported that they have resumed their evening net, 8:00-9:00pm. He also said that one of their members, DU1SCV, continues to be one of the volunteers for the 40m DU net. Their club will be represented in the 75th Hamvention.

• Errol DW1VEO of BSP asked for assistance on the upcoming JOTA/JOTI on October 19 to 21 and National Jamboree on October 22-28. Their club will set up a station in Mt. Makiling, Los Baños, Laguna with the assistance of MARS & COMPASS. The administrative circulars will be forthcoming and he requested meetings with PARA and DX1MK.

Panny DV1VEQ said that MARS will be setting up a field station at the National Jamboree site.

d. District Activities

1. District 1 advertisement for 75th PARA Anniversary and Hamvention souvenir program

It was proposed last July meeting that District 1 place a one full page ad on the PARA Anniversary souvenir program. The proposal was approved, the PHP3,000 ad contract cost will be shared by the following clubs: MARS, PARL, FLARE, COMPASS, RAIN, MAGELLAN and MMM.

Layout of the page will include the above club names and logos and others who will be advised by Dolores. DV1DPE volunteered to make the layout and requested the clubs to submit their logos and fonts used (letter head) thru email at du1dpe@gmail.com.

2. Convoy to Pili, CamSur 75th PARA Anniversary

It was taken up by the body that those from DU1 will wait for the DU2 guys and the convoy will meet at Petron, SLEX, 6:00 AM of November 23, Friday. Mobiles from Laguna and Batangas will wait for the convoy at around 8:00 AM in their areas.

It was also agreed by everybody present to use the Quirino Highway route which is shorter, as suggested by DW1MDU.

VII. Other Matters

1. As to where and when the next District 1 meeting would be:

It was proposed that the District 1 have a Christmas party. Date was approved to be on December 8, 2007.

Errol DW1VEO offered the BSP National Headquarters as the venue and was approved.

Potluck was agreed, that every club present in the meeting will bring 1 kind of dish good for around 5-8 persons. A consensus was also made
and the following are the clubs who pledged on the food to bring:

The Christmas party will start at 6:00PM, every club will prepare, if possible, for an entertainment number or host and sponsor (prize) a parlor game.

2. Letter of Ben 4F1VC, trustee if CAVITE ACE Inc. Nonoy DW1MDU read the letter to the body.

Ben was suggesting that PARA District 1 initiate the amendment of the PARA constitution and by-laws and it was proposed during the meeting that District 1 create a committee to review and study the necessary amendment.

Ed DV1DPE asked Ramon DU1UGZ for a reaction on the letter, Ramon DU1UGZ expressed his gratitude to 4F1VC for bringing to the attention of PARA during the November 2005 special meeting of District 1 the fact that the SEC Registration of PARA has been suspended. Were it not for 4F1VC, PARA would still be a delinquent corporation.

It was moved and approved that the district create a committee to draft the recommended changes on the by-laws of PARA. Ben 4F1VC was appointed by acclamation to head the committee with all presidents of District 1 Clubs as members of the committee. DV1DPE requested DW1MDU to advise 4F1VC of what was agreed on by all attendees.

VIII. Announcements

Thelma DU1IVT cited an article in CQ Magazine August issue thanking DU stations (among others) for increased participation in the annual CQ WW DX contest especially those with the DV prefixes as new to some DX hams. She requested the meeting for better or more participation in this October's CQ WW DX Phone Contest.

Ed DV1DPE thanked the host/sponsor of the meeting – the GSP National Headquarters thru the kindness of Rosy DW1KED.

Joey DU1BP suggested that PARA district 1 organize a convoy from Manila to Naga for the delegates of the Hamvention. Suggested assembly place is at a gas station along the south expressway at 4:00 AM of November 23. Details of the convoy to be discussed on the next meeting. Nonoy DW1MDU informed the body that travel time is 10 to 12 hours from Manila to Naga due to the road condition at Quirino Highway. He also said that the road might be improved by the month of November.

Joey DU1BP proposed that District 1 place an ad in the souvenir program of PARA Anniversary and Hamvention. PARA District 1 will pay a one page ad. The amount will be shared by District 1 clubs that supports the idea. Club name and logo will be included in the layout. Members at the meeting said that they will first need the approval of their respective club.

VI. Main Business
a.  Report of District 1 Director
 

DV1DPE reported on the CQ WPX SSB Contest participation of PARA District 1’s 4E1P last March 24 and 25, 2007 held at Magdalena, Laguna. He thanked the volunteers and operators most especially the host club MARS and the owner of the venue Boy DU1LR of PARL. The following are the volunteers and operators of 4E1P:

  DV1DPE also reported that he attended a meeting with the NTC ARCP (Technical Working Group) members with DU1UGZ, DU1EV, DU1MHX, DU1IVT and DW1DLY prior to the first ARCP Meeting. He said that Mon DU1UGZ will give the details of that meeting with its Minutes already posted.
  He reported the ongoing PARA District 1 Net every Saturday and thanked the volunteer net controls. Volunteers for the next 2 months are:

b. Report of the PARA Secretary General
  DU1UGZ apprised the meeting of the 1st ARCP Meeting last May 4, 2007. He said that the Chairman of ARCP, Deputy Commissioner Jaime Fortes is against the idea of giving the Pool of Questions to PARA.  The other matters requested by PARA such as the Callsign Database, Vanity Callsigns, and Amnesty will be studied further, according to the Chairman. Minutes will be posted soon
  He gave out also general information on the recently concluded Scarborough Reef DXpedition, saying in part that the specific details will be discussed by PARA President Jimmy Kho, DU2JAK.

 

c. Reports of the different clubs
  Joey DU1BP of Magellan reported on the club’s Echolink 24/7 system at Batangas.
  Panny DV1VEQ of MARS reported on their participation in 4E1P and VHF Roundup contest.
 

Tony DW1UOY reported that they have no net activity due to the members’ set up are still down from the 2 recent typhoons.

 

Dolly DW1DLY reported that PARL has 42 members and some of their members also participated at 4E1P. She also reported that the PARL repeater at 431.900 is up and running temporarily due to change of location.

 

Eddie DU1DGR of FLARE reported their club’s ongoing Echolink activity on 144.400 MHz, PL88.5. He reported that the club’s UHF repeater is currently down. He also said that the Winlink HF system is down due to HF radio malfunction. Winlink 2m on 144.08 is up and running.

 

d. District Activities
 

Ed DV1DPE asked for suggestions of other field activities that clubs would like to undertake. He also cited the yearly activity such as SSEAYP in September, JOTA in October and PARA Anniversary and Convention by November.

 

Joey DU1BP suggested about the upcoming IARU HF  Contest on July 14-15, 2007 using DX1HQ. Max 4F1BYN suggested that District 1 should operate in the PARA HQ/office. The IARU contest participation using DX1HQ was moved, seconded and approved.

 

Ed DV1DPE requested Ramon DU1UGZ to prepare a letter of request to the SEMICON Building owner for PARA members to use the PARA office beyond the regular office hours since the IARU contest is a 24-hour contest.

 

Mario DV1MG suggested that District 1 conduct a field activity with the objectives as to learn or enhance the skills of operators in setting up a field station during emergencies.

 

Ed DV1DPE appointed the following as committee members of the field station activity: DU1NIJ, DV1MG, 4F1BYN, DU1BP and DV1DPE. Mechanics of the activity are to be discussed on air or email by the committee members.

 

Joey DU1BP mentioned the Lighthouse Weekend HF activity wherein a station in or beside a Lighthouse will contact other Lighthouses.

 

VII. Other Matters
  Jimmy DU2JAK reported that NTC approved the Scarborough DXpedition special callsign DX0S/ BS7H. The DXpedition went smoothly as planned except that the DU volunteer operators, DU1EV and DU1BA, were not able to join due to their tight schedules. The DXpedition operators made a courtesy visit in Manila and were welcomed and thrown a testimonial dinner on behalf of PARA by DU9RG, DU3YL, DU1JMG, DU2JAK, DU1EV, DU1UGZ, DU1EIB, DU1KT, DU1IST and DU1IVT.
  Max 4F1BYN informed the meeting that he is experimenting a new protocol in SSTV with other hams at Cavite ACE frequency at 144.72 MHz. He said that the mode is fast and reliable in transferring images and files on the air. The programs they use are Hampal and DigiTRX. He enjoins others to try the mode.
  Joe DU1ANV explained that most of the hams don’t know the different modes of operation because they are not introduced well. He also said that he made an article posted at the PARA website on how to make a simple sound card interface for SSTV, Packet and others.
  Mario DV1MG suggested to the chairman for orientation- seminar to include the different amateur modes of operation.
 

Panny DV1VEQ  distributed the certificate of appreciation to the volunteer operators of 4E1P CQ WPX SSB Contest who took their time out to join and be with other District 1 hams.

 

As to where and when the next District 1 meeting would be, it was approved to hold the meeting during the IARU Contest participation of District 1 on July 15 at the PARA Office. Announcement and invitation will be made by the District 1 Director.

II.   Call to Order
    DV1DPE, Ed chaired the meeting and called the meeting to order at 3:40PM.

IV. Approval of the Agenda
  DV1DPE asked all attendees on the copy of the Agenda given, if there were other issues that they want to be included. Since none was raised, the Agenda was approved.

 

V. Approval of the Minutes of the Last Meeting
 

DV1DPE asked if there were any objection or correction on the Minutes of the January District 1 meeting posted at the PARA website and also uploaded to the PARADistrict1 Yahoo group. DV1VGC requested for a copy of the Minutes and was given one by DV1DPE. The Minutes of the last meeting was approved.

 

VI. Main Business    
a. Report of District Director

DV1DPE reported on the PARA Board’s visit to the NTC Commissioner’s office last January 26, 2007 with some of the amateur concerns brought to the latter’s attention. He also reported on the PARA Board Meeting last January 27, 2007 with the Minutes also posted at the website.

 

He also mentioned that he represented District 1 in the following activities of the PARA:

- Visited the membership meeting of MARS at Los Baños Laguna and orientation seminar of Cavite ACE in Molino Cavite last January 20.

- January 26 courtesy visit to NTC Commissioner
- PARA Board meeting January 27 at the PARA office
- Visited the orientation seminar at the PARA HQ with 12 attendees last February 10, 2007.
- PARA ExeComm meeting February 10, 2007 near the Makati Medical Center which discussed among others the system for generating the new PARA ID
- March 8, 2007 meeting with the Committee on Examinations (COE) headed by Engr. Jovy Chongco.
 
b.  Report of the PARA Secretary General

DU1UGZ updated the member clubs present on the March 8, 2007 meeting.  He noted the positive tone of the meeting with the NTC COE, citing the arrangements with Engr. Chongco to discuss the revision of the pool of questions, to make the entry level examinations relatively reasonable.   The outcome of the meeting will be presented to the ARCP for approval.

1. ARCP  
  NCR District Director Deles has already nominated representatives to the ARCP. A follow-up will be done to formally convene the ARCP.  
2. IDs  
  There is now a new redesigned PARA ID. This was accomplished by the President, DU2JAK, advancing the payment for the equipment.  Thus, the equipment is just considered as on loan from him.  
3. QSL cards via buro  
  There are moves now to update the QSL Bureau.  Unclaimed cards are posted at the para.org.ph. As of the moment, Districts 3, 5, 6, 7 and 9 have been sorted and posted, through the efforts of DU1GM and DU1IVT.  
4. Previous requests to NTC  
  The long list of requests forwarded to NTC last year will be considered as the starting point of the soon to be convened ARCP.  
5. Pool of Questions  
 

On the Pool of Questions for the Amateur Radio License Examinations, a meeting between PARA represented by DU1UGZ, DV1DPE, DU1IVT, with DW1DLY and NTC represented by Engineer Jovy Chongco and Engineer Bunag was held last Thursday, March 8, 2007.

Discussion centered on the concerns that only a few aspirants are passing the entry level examinations.  PARA took the position that examination Elements 2, 3 and 4 have been changed by including new questions.

Engr. Chongco admitted that there have been changes but these are done within the context of the Memorandum Circular that mandates the coverage of each Element, MC No. 02-03-87.  She said that a total of 50 new questions have been included mainly in Elements 3 and 4.

Upon suggestion of DU1IVT, Engr. Chongco agreed to merge the new questions with the existing Pool of Questions, which PARA will submit as a clean copy, corrected from mistakes and omitted repetitions. Engr. Chongco will just paraphrase the new questions. 

Engr. Chongco said that this is to make the entry level examinations easy but there will be changes in the Class B and A examination elements, to make those classes a little harder that they are now.

As to whether the newly merged Pool of Questions will be given to PARA will depend on the decision of the ARCP once they have convened.  Informatively, NTC NCR Director Deles has submitted the names of the NCR representatives to the ARCP.  A follow up with Director Efren Cabanlig will be made by PARA Secretariat within the week to initialize the ARCP meeting soonest.

 

 

 

C. Reports of the different clubs
 

*    Panny, DV1VEQ of MARS thanked the district 1 director for visiting their meeting last January 20. He also reported that they participated in the INFEX at GSP Los Baños Council with 8 girl scouts from Sta. Rosa Laguna.

 

*    Abet, DV1VGC of COMPASS reported that their club is now reviving their activities due to the change of officers for this year. For this year, their Chairman is DU1NIJ. They have revived their evening nets MWF. They continue to assist activities in their parish in Tondo, GSP, BSP and forthcoming activities are assisting for the observance of the Holy Week in Tondo Church, and joining the summer camps of the BSP Manila Council and GSP.

 

*    Rosy, DW1EKD of GSP SHARES extended her gratitude to all amateurs who participated in the recently concluded INFEX. She expressed her satisfaction of the fact that this year’s activity had more participants than the previous years. She informed the meeting to check on the PARA website for the pictures of the activities and reminded the deadline for the submission of the logs of the DX Contest which is on March 15, 2007. While there were more amateurs who are willing to assist girl scouts, she admitted that they lacked coordination with other councils in different parts of the country but that they will make sure next year to improve on it. When asked about the Jamboree On The Air (JOTA), she said it is a BSP activity but girl scouts are also invited in that activity. JOTA is usually scheduled every October.

  *    Raul, DV1VFS of RAVEN/ARES complained of the illegal operators at emergency calling frequency 145.00 and looks forward to the revival of ARES.
  *    Ben, DW1QZZ represented Cavite ACE. He said that they have been trying hard to convince illegal radio users in their area to go legal by conducting orientation-seminars and by inviting them to the Cavite ACE frequency. It is also their request that PARA do something about the entry level exams. They continue to hold their evening nets where they log around 50 hams checking in regularly. Their club is coming up with their list of members and payment of dues soon through their club president DW1TZQ, while other members still have to update their expired RSLs. They want to participate in the district activities.
  *    Thelma, DU1IVT of PARL said DX1L is also grateful to GSP for the chance to assist some girl scouts during the INFEX, and was the first to submit the contest log according to DW1EKD.
  *    Joey, DV1LKY of FLARE said their UHF repeater is still down while their Echolink system is up 24/7 at 144.400MHz and that they assisted the girl scouts of Kalookan City council during the last INFEX. They are maintaining the club’s Winlink PMBO also 24/7.

 

d. District Activities
  1.  Field Day Activity in Laguna
 

DV1DPE informed the meeting that the location for the March 24-25 CQ WW WPX contest participation of interested member clubs/hams in District 1 would be in Magdalena, Laguna. The site is owned by Boy, DU1LR of PARL. It was agreed to apply for a special callsign at the NTC for the field activity. Panny, DV1VEQ, President of MARS agreed on the suggestion that MARS be the lead group in said activity.

 

Those who volunteered to participate in the activity were DV1DPE, DU1UGZ and COMPASS told the meeting they will discuss whether to field operators for the contest.

 

2. Other suggested District activities
 

DV1DPE asked for suggestions as to when the annual round up contest be held. It was agreed to hold it on April 28-29, 2007 and temporarily making it a 24-hour 2-meter contest only as PARA VHF Round Up Contest 2007, due to DV1VGC’s suggestion to forego the UHF band because of very minimal use. DU1UGZ will solicit 2 mobile radios as prizes in addition to the certificates for the top winners of the agreed categories of Single Operator and Multi-Operator. Rules shall be posted soon at the PARA website.

   
  Abet, DV1VGC of COMPASS also suggested that the 2-meter District 1 net be revived at 144.740MHz. DU1IVT & DV1VEQ mentioned that last year, the same was undertaken for 2 months with much support from those checking in but not much volunteer net controllers available since hams also have other priorities to attend to. There were those who signified support and conducted it but the Saturday net could not be sustained by the District anymore due to lack of interest of volunteer net controllers on the 3rd month. DV1DPE led in volunteering as net control for one Saturday, and the rest followed with the initial schedule:

VII. Other Matters
 

Ben, DW1QZZ asked that something be done about the illegal operators in 2 meters citing his experience in the USA where 2 meters is orderly with no bootleggers.  The District 1 Director said that the matter will be looked into but cautioned against comparing ham radio practices in the Philippine with other countries especially a highly developed country such as USA.

 

Abet, DV1VGC said that one of the solutions to the proliferation of unlicensed radios is for the NTC to control distributors

 

Panny, DV1VEQ relayed to DV1DPE the suggestion of their past president KC, DW1NSM to have the 75th PARA Anniversary publicized. DV1DPE praised the suggestion and promised to take it up with the PARA board being national in scope.

 

There were suggestions to invite the PARA President, DU2JAK, to the next District 1 meeting scheduled on May 20, 2007. Venue would still be the same until other suggestions in the PARADistrict1 Yahoo group come up.
