ADMINISTRATIVE CIRCULAR

NO. 2-2010

 

TITLE:    IMPLEMENTING THE DECISIONS OF THE BOARD PROVIDING FOR THE DIRECT ELECTIONS OF THE OFFICERS OF PARA

 

I. OBJECTIVES

 

1. To implement the decisions of the PARA Board with regards to the manner and conduct of elections of officers of the association.
2. To regularize the elections of officers of PARA that will be directly elected from among the members of the affiliate clubs.
3. To provide the rules of elections for the different positions of the association.
4. To further democratize the electoral process and afford the widest manner of enfranchisement of members of the association.

 

II. Dates of Elections

 

1. The PARA Board of Directors and all of its District Directors shall be elected every 3rd November starting 2010.  Those elected on November 2010 shall commence their term of office on January 1, 2011 until December 31, 2013, unless removed from office. Those elected in 2013 shall commence their term of office on January 1, 2014 until December 31, 2016; and so on.

 

III. Committee on Elections

 

1. There shall be a Committee on Elections (COMELEC) that shall oversee all elections covered by this Order.
2. A sitting or elected officer cannot be a member of the COMELEC within his or her term of office.
3. The PARA Board shall appoint three (3) members and one (1) alternate to compose the COMELEC. The Board shall appoint the members of the COMELEC based on their reputation and integrity. The PARA webmaster is automatically a member of the COMELEC.
4. The COMELEC may issue resolutions to ensure a clean, orderly, accurate and efficient electoral process.

IV.  Qualification of Voters and Candidates

 

1. Members in good standing of duly affiliated local clubs and who are residing actually of the Philippines are eligible to vote and be voted upon in any of the elections under this order
2. A member shall have only one ballot where he can vote for 5 members of the Board of Directors and 1 District Director from his district.  Cumulative voting shall not be allowed. 

 

V.  Registration of Voters and Candidates

 

1. All qualified voters shall register with http://para.org.ph.  Secure validation of voters will be done to ensure that the registering voter is actually the member himself/herself that is eligible to vote. The COMELEC shall implement all measures to ensure a clean and fraud-free online voting system.
2. Once registered online, the voter is deemed qualified to vote for the election. He has the option to vote online or physically during the anniversary celebrations, provided the voter votes only once.
3. The filing of candidacy shall be done online or physically by sending a hardcopy of the certificate of candidacy to the PARA office, duly received on the specified date.  All candidates will be provided uniform space to declare their programs or platforms on the PARA website.

 

 

VI. Manner of Voting

 

1. Voting may be done online or by physically during the anniversary celebrations.
2. Voting by proxy is allowed using the proxy form posted on the PARA website. These have to be submitted to the COMELEC (through the PARA Secretariat, on or before the 25th of November 2010) 

 

VII.  Counting and Canvassing of Votes

 

1. The COMELEC shall maintain a running tally of votes cast online but shall not in any manner divulge the tally until after the close of the voting period on the day of the anniversary celebrations.
2. The COMELEC shall have the authority to disallow any spurious, fake or unauthorized online vote or ballot cast.

  

VIII. Proclamation of Winners

 

The COMELEC shall proclaim the winners of the election after the close of the voting period at the anniversary celebrations.

 

IX. Transitory Provisions

 

For the elections in the 2010 November Anniversary Celebrations, the COMELEC shall follow the following guidelines:

 

1. The following are the cut-off dates:
Online Filing of Candidacy   October 31, 2010
Online registration of voters   October 31, 2010
Physical Voting  

November 27, 2010 On the venue of the Anniversary from 10am to 3pm.

2. The voting period for the 2011 set of officers will commence via e-voting on November 15, 2010 until November 25, 2010.  The last opportunity to vote is by physically voting on November 27, 2010.
3. The COMELEC for the year 2010 shall be composed of George Szymanski, DU1GM; Maximo Santos, 4F1BYN and Gregorio Ella, DU1GE. In case of absence Francis See, DU3HF shall be an alternate member of the COMELEC. They will be assisted by the PARA Secretariat.

                                       

X. Effectivity.

 

            This Order takes effect immediately.
